Paul Bailey, executive director

Paul F. Bailey has over 40 years of management experience in the community development sector.

His work has included the design and implementation of system standards relating to the administration, construction, and maintenance of low-income housing projects for Greater Boston Community Development, Inc., Commonwealth of Massachusetts Department of Housing and Community Development’s Bureau of Housing Management, and Springfield Housing Authority.  Paul has responsibly handled multi-million dollar budgets, directed diverse staff, and acted as the ultimate arbiter on collective bargaining issues.

Paul earned a bachelor’s degree in business management from UMass Amherst. He continues to serve the community as an active member of the Leadership Council of the Western Massachusetts Network to End Homelessness; the Springfield Regional Chamber; and the Regional Employment Board of Hampden County. He is the past president of the board of directors for the Massachusetts Association for Community Action (MASSCAP).

Since 2000, Paul has been expertly conducting the day-to-day operations of Springfield Partners for Community Action as the agency’s Executive Director. Paul has overseen the implementation of many new services including: first-time homeowners’ workshops; the Multicultural Alzheimer’s Prevention Program; financial literacy education; Individual Development Account (IDA) program; Veterans’ Program; and Volunteer Income Tax Assistance (VITA).

Under Paul’s leadership, the agency has increased revenue and funding by more than four million dollars.
