Springfield Partners for Community Action has begun work on its Strategic Plan for 2012 to 2014.

Creating a Strategic Plan, also called a Community Action Plan, requires us to use surveys to gather data that gauges the needs of the community. We also use surveys and focus groups to examine our agency's priorities for service delivery and capacity building.

The end result is a road map for initiating organizational changes. A careful planning effort can produce effective, result-oriented programs.

Community Forums

Members of the community are invited to attend a Community Forum on either April 15 or April 21, at 721 State Street, 2nd Floor Conference Room, Springfield, MA.

At the forums, we will examine the effectiveness of our programs and partnerships in meeting community needs, and work on developing our 2012-2014 Strategic Plan.

Two forums are scheduled and we invite you to choose one date that works best for you:

  • Friday, April 15 from 8:00 to 9:30 a.m.

  • Thursday, April 21 from 4:00 to 5:30 p.m.


These forums will start on time, and will last no more than 90 minutes. They will be facilitated by Deborah Reidy of Reidy Associates.

Reporting Mandates

As a Community Action Agency, the majority of our funding is passed from the federal to state government via Community Service Block Grants (CSBG).

To comply with federal requirements, Massachusetts Community Action Agencies must provide quarterly performance-related program information to our administering agency for CSBG funds, the state's Dept. of Housing and Community Development (DHCD). DHCD officials then compile data and submit it to the federal Office of Community Services of the Administration for Children and Families at the U.S. Department of Health and Human Services.

Agencies receiving CSBG funding must conduct a thorough needs assessment of its service area and create a Community Action Plan every three years.

It's DHCD's job to demonstrate the ability of Massachusetts' community action agency network in promoting self-sufficiency through:
  • Job readiness

  • Financial literacy

  • Asset building

  • Housing stabilization

  • Homelessness prevention

  • Benefit enrollment

  • Coordination of services

Each agency's Strategic Plan must show how services and activities will be accomplished and evaluated over the next three years.
