Executive DirectorPaul F. Bailey
Paul F. Bailey has been the Executive Director of Springfield Partners for Community Action since 2000.
He currently serves on the Leadership Council of the Western Massachusetts Network to End Homelessness and the Board of Directors for the Citizens Housing and Planning Association (CHAPA). He is currently President of the Board of Directors for the Massachusetts Association for Community Action (MASSCAP).

Paul has spent most of his career in the housing field. He has worked with tenants, tenant unions, and public housing authorities.
Paul formerly worked for the Massachusetts Department of Housing and Community Development and Greater Boston Community Development. He has also served as the Assistant Executive Director at Springfield Housing Authority and as a Housing Manager at the Worcester Housing Authority.

At Springfield Partners for Community Action, Paul has overseen the implementation of many new programs and services, including: programs to help first-time homeowners; the Multicultural Alzheimer's Program; Asthma Outreach and Follow-Up; Financial Literacy; the Individual Development Account (IDA) program; and Volunteer Income Tax Assistance (VITA).
Under his leadership, the agency has increased revenues and funding by more than $4 million.
